THE AUTHORIZING LAW WAS SPONSORED BY U.S. REPRESENTATIVE MARIO BIAGGI AND U.S. SENATORCLAIBORNE PELL, AND WAS SIGNED BY PRESIDENT RONALD REAGAN ON OCTOBER 19, 1984. THE MEMORIAL WAS DEDICATED OCTOBER 15, 1991
