Federal Election Commission Building (beside Ford's Theater) in Washington, D.C.

Can anyone provide info about the history of this building & the reliefs at the 7th floor level?

This building is across E street north of the FBI building. Adjacent to it on its north side along 10th street is Ford's theater. The building houses the Federal Election Commission & the Hard Rock Cafe.

The red brick building on the left is Ford's Theater
